Responsibilities This position requires a TS/SCI clearance and is located at a secure facility in the Washington, D.C. metro area. NCI: -- The Technical Writer will be part of a team responsible for developing applications and delivering key capabilities in support of mission-critical functions for defensive cyber operations (DCO) within the Department of Defense. Passionate about writing technical documentation, will work in a DevSecOps environment using the practical methods outlined in the Scaled Agile Framework. Our customer within the Department of Defense is in a transition from building applications and infrastructure using Waterfall O&M processes to adaptive and responsive cloud-ready systems. This is a great opportunity to participate in development and training of dynamic, state-of-the-art software applications utilizing cutting-edge DevSecOps technologies. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments. Highlights of Responsibilities -- * Plans, organizes and contributes to the technical writing portions of major systems/software engineering projects and activities, including development of detailed functional specifications, technical manuals and technical reports * Owns the documentation process from inception to delivery, including being the author of the documentation, using appropriate writing techniques to construct documentation based on input from technical developer staff * Ensures documentation satisfies QA requirements * Ensures documentation is appropriately delivered to the government * Works independently preparing and maintaining highly complex systems, programming and operations documentation, procedures and methods * Provides expert oversight of technical writing and editing to all phases of acquisition and technical documentation for the Program, Project, or Contract * Acts as project leader for projects with complex or voluminous documentation and may provide or coordinate special documentation services as required * Reviews work products of others for compliance with technical manual standards * May be responsible for proposal writing * May supervise the activities of other Technical Writers * Reviews and edits technical documents for accuracy and compliance to customer's standards Qualifications Minimum Requirements: -- * Current Active Top Secret Security Clearance. * Bachelor's Degree with 7 - 12 years of related experience. * Knowledge and experience with accuracy of content of technical documentation. * In-depth knowledge of Government and Commercial Technical Writing/Editing standards and best practices to include: Government Printing Office style manual 2008, AR 25-50 and 25-52, and NETCOM Pamphlet 25-52. * Expert level skills in Microsoft Word, Excel, and Adobe Acrobat Pro, to include editing tools. * Meticulous attention to detail and ability to work within deadlines to exacting standards required. Preferred Experience: -- * Experience with Knowledge Management and Content Management processes and activities. * Familiarity with content of technical documentation. * DevOps experience, to include version control, automated builds, automated testing, and continuous integration with tools such as Red Hat OpenShift, Jenkins, Liquibase, Git. -- Category: Publications / Library / Documentation / Writing Top Secret/SCI
