Job Summary

ASSIGNMENT DESCRIPTION: Cybersecurity Engineers capture, refine, and translate information systems security requirements for IT systems and component products. They support the development of computer systems and/or the modification of computer applications and programs to integrate information system security protocols. They monitor security controls, assess threats and vulnerabilities, mitigate adverse impacts, and/or perform computer forensics on NGA systems and networks.

* Captures documents and refines security requirements.
* Conducts exhaustive market studies to determine acceptable options.
* Effectively applies system-testing principles, methods, and tools to plan and structure system tests.
* Defines security requirements for systems based on system architecture and operational environment.
* Supports the development of architectures and designs for security systems.
* Develops, coordinates, implements, and maintains a comprehensive cross-domain strategic plan.
* Provides robust engineering services for cross-domain, and associated technology.
* Accurately captures customer, mission, Intelligence Community partners, and national leadership's needs and requirements.
* Plans, proposes, and coordinates cross-domain initiatives within the information technology component, NGA and the broader Intelligence Community. Represents NGA's interests with external organizations such as the National Cross Domain Strategic Management Office (NCDSMO).
* Ensures technical quality and timeliness of work produced, and collaborates with NGA and GEOINT equities to the highest levels.
* Conveys critical aspects and activities to NGA corporate entities, the mission partners, and the broader cross-domain community via strong, well-developed briefings.
* Maintains awareness of mission partner activities, and identifies and resolves challenges.
* Promotes collaboration and cooperation between internal Information Technology cross-domain organizations, NGA and mission partners, and Commonwealth partners.
* Advises senior leadership within and external to NGA on the engineering of cross-domain projects, including implications of technological advances for assigned area.
* Guides the development and implementation of integrated project plans to support capability improvements and/or NGA invest/divest decisions affecting mission partners. Drives NGA technology investment and insertion through consistent, coordinated representation.
* Educates NGA and IC counterparts on cross-domain capabilities; facilitates collaboration across the Intelligence Community to improve cross-domain for customers, stakeholders, and automated systems.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). * Demonstrated technical management or engineering experience.
* Demonstrated experience with integrating information security requirements.
* Demonstrated experience with any of the following: Local Area Network (LAN), Wide Area Network (WAN), routing, switching, and firewall technologies.
* Demonstrated skills developing and/or applying cybersecurity principles, policies, practices, standards, or controls.
* Systems integration experience in large, geographically separated, multi-domain enterprise environments.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Systems Engineering, Computer Science, Information Assurance, or a related field, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in systems engineering, IT standards development, IT security testing, IT security engineering, implementation, and integration, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in systems engineering, IT standards development, IT security testing, IT security engineering, implementation, and integration, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Information Assurance System Architect and Engineer Level 1 -OR- Information Assurance Technician I (IAT I) certification -OR- Technical Level III Certification (as outlined by the DoDD 8140.01), must be obtained as directed by management. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

* Demonstrated data security and data science experience.
* Minimum 2 years of demonstrated experience working with cross domain technology.
* Minimum 2 years of demonstrated code development using modern language such as Java, Python, PHP, C++, and etc.
* Minimum 1 year leadership skills, interpersonal skills and the ability to liaise cross-organizationally.
* Information Assurance System Architect and Engineer Level II certification in accordance with the DoD 8140 and 8570.
* Experience with virtual and cloud computing and data technologies and concepts; experience with developing system security requirements.
* Demonstrated ability to balance security compliance with program cost, schedule, performance, or mission needs.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Band 05 $142,701 - $170,800

APPLICANT EVALUATION PROCESS: Applicants will be evaluated for this job opportunity in three stages:

* All applicants will be evaluated using the Mandatory Qualification Criteria,
* Qualified applicants will then be evaluated by an expert or panel of experts using a combination of qualification criteria to determine the best-qualified candidates,
* Best-qualified applicants may then be further evaluated through an interview process.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus.
