BITS capabilities include Information Technology infrastructure modernizations, operations and sustainment, design, development and sustainment of enterprise applications, and delivery of business process services.The Director of BD OPS will lead a team of Proposal Volume Leads and Proposal Writers who specialize in delivering winning proposals. This position will serve as both leader and contributor as a player coach. The expectation is that the successful candidate can engage at any stage of a capture to provide strategy, solution, writing, leadership, etc. support, and must have the skills and ability to serve as a red team recover writer to successful recover any section of a proposal.The ideal candidate has served as a Senior Proposal Manager, a Business Development Manager or Capture Manager and has the desire and experience to lead a team of proposal subject matter exerts and writers to deliver winning proposals.Job Description:The Business Development Operations Director will implement initiatives to improve proposal support by managing proposal resources that focus on content and strategy to increase the probability of win for key opportunities.The successful candidate will work with and manage proposal writing team to ensure the correct writer is assign to the proper proposals at the right time based on skills, availability, and requirements. The team is responsible for solutioning and writing all sections of a proposal, except the technical approach (although we may be called to assist). The successful candidate is expected to participate as a color team reviewer/section lead. The successful candidate will interface directly with the capture managers to understand their strategy, support requirements, and timing. They will, as necessary, assist in the capture by providing strategy, suggesting sharping actions, and solutioning as it related to their area of expertise. They will participate in pre-RFP reviews as appropriate including Milestone Reviews, Solution Readiness Reviews, and Proposal Readiness Reviews. They will work with Line Managers, Division Group Leads, Operating Group Leads, VPs for BD, Proposal Managers, and Capture Managers to ensure each proposal effort is completed with excellence, is compelling and compliant, and delivered on-time.Requirements:

  • Requires a Bachelors Degree in a related field and a minimum of 15 years experience in Business Development Operations or related experience in Proposal Management and Business Development.
  • Intimate knowledge of the government business development lifecycle, and specifically the proposal development and delivery process; experience as a Business Development Manager and/or a Capture Manager is desired, but not required
  • 15 plus years of experience with information technology proposals for major government agencies with an individual value of $100M or more
  • 15 plus years of experience writing and managing proposals with an individual value of $100M or more
  • 15 plus years of experience managing a team of proposal professionals
  • Ability to write and recover proposals under time pressures
  • Experience developing solutions for and writing management plans, transition plans, and staffing plan, experience with writing other sections of a proposal is desired, but not required.
  • Must have excellent communication skills, ability and experience presenting to C suite
  • Must have proficiency in MS Suite Word, Excel, and PowerPoint, and expertise and willingness to create publishable quality work products
  • Must have attention to detail and ability to see the big pictureDesired Skills:
    • Experience managing Bid and Proposal Budget for a billion dollar plus line organization
    • Experience creating, prosecuting, and managing a multi-billion dollar opportunity pipeline
    • Experience providing, managing, and reporting on a multi-billion dollar opportunity pipeline analytics
    • Experience managing a CRM system for a billion dollar plus government contracting line organization
    • Experience developing cost volumes (including the cost spreadsheets) for government contract opportunities with an individual value of $100M or more
