Manager, Public Policy and Government Relations - REMOTE/HYBRID

The American Institute of Aeronautics and Astronautics ( in Reston, VA seeks a Manager, Public Policy and Government Relations, who will lead overall public policy and government relations operations for the Institute, including informing senior staff and volunteer leadership of current and emerging issues and implementing policy development strategies.

Reporting to the Senior Director, Adjacent Content & Product Development, in this role you identify and lead development of policy issues, synergies, and external alliances that affect member interest and core Institute activities. Will also lead or support the integration of public policy and government relations issues into all appropriate products and programs, (including grassroots efforts, states-based efforts, and other policy activities).

AIAA has a Flexible Workplace, where staff work primarily remote, but are required to attend meetings in the office and collaborate in person as needed. Candidates must reside in the Washington, DC metro area.

Key Responsibilities:

  • Coordinate the integration of public policy elements into current and planned Institute products and programs to complement the technical content and advance AIAA Domain roadmaps' objectives
  • Plan and develop timely public policy activities to be integrated with other functions that the Institute performs focused on a strategic long-term impact, including workshops, webinars, panel discussions, and conference policy sessions and tracks
  • Collaborate with staff product and program teams to enhance public policy-oriented elements of existing AIAA products
  • Advise and consult the Public Policy Committee Chair to advance the goals and objectives of the Public Policy Committee:
  • Facilitate all committee meetings and telecons, including contributing to the meeting preparatory documents and meeting minutes
  • Coordinate the development of the Institute's annual key issues
  • Plan and develop public policy activities on timely and relevant issues related to the Institute's key issues and AIAA Domain roadmaps
  • Guide the Institute's grassroots activities at the region and section-level
  • Collaborate with Forum Program Executives and forum teams to ensure public policy issues are integrated into and developed for AIAA forums
  • Coordinate production of nomination packages and manage the selection of the annual Durand Lectureship in Public Service and the annual Public Service Award
  • Work with Institute leadership to facilitate committee inputs on any topics or issues requiring committee actions
  • Track, research, and analyze legislative and regulatory activity
  • Determine their effects on AIAA's membership at-large
  • Evaluate AIAA's potential position on contribution on the issue,
  • Design possible approaches to involve membership
  • Identify subject matter experts to supply commentary and articles of support for Institute's positions
  • Alert AIAA's staff leadership, the PPC, and Domain Leads on potential impacts to AIAA membership, business, and Domain roadmaps
  • Represent the Institute and its membership at policy discussions and other events within the aerospace, science, and technology sectors as well as at various congressional and agency functions including hearings, briefings, conferences, and receptions
  • Advise and support adjacent content and new product development activity to ensure its alignment with existing AIAA public policy priorities and practices
  • Research, draft, and edit relevant Institute content as it relates to current public policy issues
  • Facilitate AIAA members' development of AIAA's annual key issues, policy papers, and other related outreach documents
  • Prepare communications for AIAA leadership such as public and congressional testimony, speeches, and press statements
  • Develop and maintain currency of aerospace, science, and technology policy content in Institute's outreach media (magazine, newsletters, website, etc.)
  • Cultivate, enhance, and maintain relationships with policymakers in the Congress, Administration (including White House, cabinet-level departments, independent and subordinate agencies, and all relevant offices thereof) , other science-based organizations' government relations staff, and with corporate and other aerospace sector representatives to leverage cooperation on policy issues that affect AIAA and its membership
  • Maintain awareness of other professional and trade associations' events and activities relevant to AIAA's public policy interests
  • Build and manage coalitions to address common goals as appropriate

    • Bachelor's degree required (or equivalent combination of education and experience); degree in public administration, political science, or related concentration strongly preferred
    • Minimum five years' experience in legislative, regulatory, or related policy analysis activities required
    • At least two to three (2-3) years' experience with a congressional office, congressional committee, or federal agency focused on aerospace, defense, and/or science and technology issues
    • Technically or scientifically proficient to understand the broad technical concepts being explored
    • Moderate travel (2-3 out of town trips per year)

      • Ability to execute work and meet deadlines in a fast-paced environment
      • Ability to coordinate multiple projects simultaneously
      • Proficient in research and analytical skills
      • Strong interpersonal, research, and communication (verbal and written) skills
      • In-depth knowledge of the federal legislative process and regulatory environment
      • Understanding of lobbying disclosure compliance, ethics, and protocol
      • Proficient in MS Office Suite with emphasis on MS Word, Excel, and PowerPoint
      • Strong organizational skills and attentive to detail to support and achieve long-term goals
      • Ability to apply knowledge of aerospace industry, technical and scientific topics, and public policy environment to enhance existing and new products and programs
      • Ability to interface effectively and diplomatically with external clients, public sector stakeholders, volunteer leadership, and internal team members
      • Ability to work independently and collaboratively in a team environment
      • Ability to summarize and distill diverse technical and/or economic issues into a coherent message tailored to the audience
      • Ability to brief principals on complex policy issues
