Description Job Description:Are you a management professional who is passionate about nuclear security and nonproliferation missions? A person motivated to make the world a safer place by working with foreign partners to eliminate the spread of nuclear materials, components, and weapons? Leidos is looking for program/project managers with experience working to strengthen the capability of partner countries to detect and interdict WMD-related trafficking across borders or through maritime jurisdictions.This is a full-time remote position that may require up to 10% both domestic and international travel.Required Clearance: A DOE Q clearance (or DoD TS clearance that has been investigated within the past five years)Primary Responsibilities:

  • Manage contracting aspects of a multi-million-dollar implementation program (> $100M) supporting efforts to detect and stop the spread of nuclear materials with partner countries.
  • Work with the contractor program manager, federal program managers, national laboratories, foreign governments, international organizations, partner countries, and subcontractors to define and validate requirements, manage scope, and minimize change orders.
  • Provide technical and programmatic oversight and management of the subcontractor (domestic or in partner countries), to provide an independent assessment of the subcontractors performance, and to identify, escalate and resolve subcontractor performance issues.
  • Establish and manage the cost, schedule, technical baselines, quality, and performance of subcontractors and suppliers.
  • Review performance and identify variances and impacts to overall program performance
  • Support verification of subcontractor performance
  • Ensure subcontractor/supplier risks and mitigations are identified and assessed
  • Develop and implement subcontractor and supplier communication plan
  • Ensure the program management discipline is integrated into the supply chain, ensuring that the subcontractor meets the program cost, schedule, quality, and performance requirements.
  • Develop the Subcontract/Procurement Management Plan describing the process for managing subcontractor/supplier activities and manage against the plan
  • Report subcontractor/supplier status to the program manager and promptly disclose subcontractor/supplier issues to the program manager.
  • Ensure compliance with international logistics and planning to include (but not limited to) shipping and export control issues, logistics, taxes, permitting, site access, and scheduling.Required Education and Qualifications:
    • Bachelors degree or equivalent
    • At least 15 years of relevant experience
    • Demonstrable experience supporting contracting aspects of complex multi-million-dollar international programs (> $100M) involving partner countries, logistics, installation, training, and sustainment plans
    • Knowledge of international shipping, customs, export control, logistics of getting equipment and personnel in a partner country.
    • Understanding of US Government gifting
    • Experience working with foreign partners both remotely and in person
    • Experience of doing business in different countries, cultures, and business cultures
    • Excellent understanding of the FAR and executing programs within these regulations
    • Knowledge of and experience working within export control rules and regulations
    • Excellent communication skills including interacting with senior and executive management on complex issues
    • Experience supporting federal nonproliferation programs and managers at NNSA or DTRA.
    • Thorough understanding of fraud and compliance risk issues
    • Ability to communicate, build relationships, and gain the subcontractors trust
    • Experience working dual contracts between USG agencies
    • Experience supporting federal nonproliferation programs and managers
    • Experience coordinating and collaborating with the nuclear security enterprise including federal program managers, M&O contractors, other contractors, and international partnersPreferred Qualifications:
      • Project Management Professional (PMP) certification
      • Experience with NNSA Nuclear Smuggling Detection and Deterrence or DTRA Proliferation Prevention Program (or predecessor programs such as NNSA SLD) strongly preferred
      • Sufficient technical or domain knowledge of stationary, mobile, and portable radiation detection systems to oversee and evaluate products/services provided by the subcontractorPay Range:Pay Range $124,800.00 - $192,000.00 - $259,200.00The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary.
