ResponsibilitiesResponsibilities:At Noblis and Noblis ESI, we

Science and Technology Directorate (S&T).Technology and threats
evolve rapidly in todays ever-changing environment. In response,
DHS S&T was established by Congress to provide innovative
scientific and technical solutions to the nation's homeland
security challenges. DHS S&T supports basic and applied
research, development, testing and evaluation (RDT&E) that
provides the tools and knowledge products to support the Homeland
Security missions of DHS components and first responders. DHS
S&T supports these RDT&E activities at a range or performer
and government facilities, including DHS S&T-run research
facilities across the U.S.This role serves as a primary resource
for strategic communications, collaborating across DHS S&T
organizations to support senior leadership efforts to communicate
DHS S&T capabilities, accomplishments, and strategic plans in
order to ensure continued funding, utilization and execution.Role
functions may include:
- Analyzing office mission and develop strategic goals to
communicate priorities and needs for DHS stakeholders,
Congressional staff, and other stakeholders
- Conducting routine analysis and execute strategic
communications outreach to stakeholders that include newsletters,
handouts and brochures, conference materials, etc. for internal and
external stakeholders
- Interfacing across the S&T matrix with other communication
representatives and/or other agencies
- Maintaining awareness of Congressional decisions and
considerations that impact office mission and respond
accordingly
- Utilizing project management skills to support the development
of policy, plans, schedules, and milestones for the office and
laboratory to communicate capabilities and operations, and support
the accomplishment of DHS goals and mission
- Preparing and respond to reports, inquiries, deliverables, and
client-driven requirements
- Drafting and/or developing strategic communication materials,
including memos, presentations, and for a variety of stakeholders
such as Congressional staff, homeland security end users, and the
public
- Maintaining regular cadence of timely and accurate
communications regarding ongoing and future R&D activities that
are coordinated and distributed from office to
stakeholdersQualificationsRequired Qualifications:
- Masters degree and 10 years of relevant experience or Bachelors
degree and 18 years of relevant experience.
- Applicants selected may be subject to a government security
investigation and must meet eligibility requirements for access to
classified information.
- Ability to obtain a Secret-level Security Clearance and DHS
SuitabilityDesired Qualifications:
- Programmatic or management experience supporting DoD and/or DHS
components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE).
- Ability to work in a dynamic team-oriented environment,
demonstrate teamwork and initiative, and function productively in
the face of new assignments and the re-prioritization of existing
assignments.
- Ability to work in a fast-paced environment, managing multiple
tasks.
- Experience monitoring project development performance and
reviewing deliverables to ensure technical, programmatic and
financial goals and objectives are met and identify possible
program risks.
- Experience managing website pages.
- Understanding of Congressional processes and procedures
preferred.
- Strong technical writing skills, targeting both technical and
non-technical audiences.
- Experience with Microsoft Office, including Word, Outlook,
Excel and PowerPoint.
- Secret-level Security Clearance and DHS Suitability
preferred.Client Engagement Begin developing relationships one
level up and two levels down. Identify and support opportunities to
expand project scope beyond current deliverable and actively share
information about clients emerging support needs and trends with
