Job Description:
ResponsibilitiesThe Vice President of Business Development &
Capture will report to the Chief Growth Officer and is responsible
working across the enterprise to manage opportunity identification,
qualification, capture and proposal activities of a multi-billion
dollar professional services/solutions pipeline that spans FedCiv,
DoD, and Intel markets. This individual will play a key role in
working with Capture Managers on large-scale captures efforts to
ensure that all aspects of capture to include win strategy,
engagement, shaping, solutioning, teaming, and proposal readiness
are timely, high quality, and differentiated to increase overall
PWIN. The VP of BD & Capture will also lead the proposal
management, proposal production, and competitive intelligence teams
as a shared service to the line organizations to ensure compliant
and compelling proposals are delivered on time to our government
clients.Key ResponsibilitiesDrive the development of a robust and
productive corporate pipeline (i.e. volume of quality opportunities
through bid gates) that are aligned to the corporate strategy to
achieve growth goals and objectivesMeet with prospective customers,
contracting representatives, teaming partners, and others to
ascertain intelligence on prospective opportunities and customer
requirementsAssist the CGO in the continuous research, analysis,
and monitoring of established and emerging competition, current and
prospective client needs, and general financial, technological, and
demographic developments so that new business opportunities are
maximizedEvaluate government debriefs, proposal/solution materials,
and project performance to ensure timely adjustments to account
strategies to meet changing market and competitive conditionsLead a
Capture Center of Excellence to strengthen standards, quality
measures, training materials, peer reviews, and mentorship programs
for current and next generation capture managersServe as Capture
Manager for all GWACs to expand corporate contract
portfolioMaintain oversight of business development governance to
ensure corporate processes and procedures are followed in
accordance with the QMS, BD Operations SOPs, and the Noblis Growth
Handbook.Effectively and efficiently manage the Proposal
Management, Proposal Production, and Business Intelligence teams as
a shared service to the line organizations to meet the demands of
pipeline throughput and proposal submission
timelinesQualificationsRequired QualificationsBachelor's degree in
a related field and 15+ years of related experienceExceptional
working knowledge of all phases of the business development
lifecycleLeadership skills to develop, organize and execute
significant capture activities, including building industry teams,
assessing win probability, ensuring execution of customer call
plans to shape acquisitions in order to respond to and win business
with new and existing customersDemonstrated experience coaching
capture teams and interacting with all levels of executive and line
managementExtensive knowledge, experience, and success in winning
captures and proposals $50M+Demonstrable understanding of all
contract types (non-IDIQ, IDIQ - single or multiple award
contracts), as well as payment types (e.g., FFP, T&M, cost
plus).Ability to work and execute a rapid response plans that
include all necessary roles and services to respond to government
RFP timelinesExcellent interpersonal, problem solving, and business
acumen.Confidence and experience dealing with senior executives;
ability to work efficiently in fast-paced, time-sensitive and often
multi-tasking environment.Demonstrated working knowledge of the
Federal Acquisition Regulations (FAR).Ability to lead local and
geographically-dispersed teams.Strong knowledge of Salesforce CRM
and pipeline management functionality, reports and
