Job Description: The program manager is the single point of contact with the client---s technical, management, and contracts personnel regarding all matters associated with the contract. Directs the program management office (PMO) staff in providing the necessary administrative and management expertise for effective program control and reporting. Is responsible for managing a large team of cyber security engineers, analysts, forensic specialists, software developers, and other technical staff charged with cyber security defense of enterprise IT systems and networks for a member of the Intelligence Community (IC). The scope of these responsibilities comprises technical, quality, cost and schedule planning, management, execution, and reporting for a diverse range of information security technical and analytical projects and activities, including but not limited to designing, developing, deploying and testing client information systems, analyzing the client---s information security environment and identifying potential vulnerabilities, and developing security measures to safeguard client information. As cyber security subject matter expert (SME), responsible for ensuring that the client---s cyber defense protections are adequate and effective. Provides recommendations to client senior leadership and technical management regarding current and future cyber security policy considerations and technologies, based on ongoing assessment of the evolving threat environment and available countermeasures. Plans and conducts consultation with users, management, vendors, and technical staff to assess computing needs and system requirements that may affect the client---s cyber security posture. Additional duties and responsibilities include: Planning and executing multi-faceted large scale and enterprise wide IT projects in accordance with client policies and regulations, IC Directive 503, and system life cycle best practices.Establishing clear roles, responsibilities, lines of authority, communications, and accountability among contractor staff in their interaction with their government counterparts.Utilization of program and project management best practices.Identifying staff development and training needs and ensure that training, mentoring, and hands-on assistance is available to raise the talent/skill level of contract and client staff as appropriate.This position is contingent upon contract award.Note to Virginia Job Seekers: Jacobs ensures nondiscrimination and equal employment opportunity in all programs and activities in accordance with Title VI of the Civil Rights Act of 1964. Call 711 for TTY/TDD.Qualifications: Minimum 10 years of progressively responsible experience in security and risk management, asset security, security engineering, communication and network security, identity and access management, security assessment and testing, security operations, and software development security, including experience within the IC and hands-on experience with the requirements of ICD 503 and related Risk Management Framework (RMF) requirementsKnowledge of practical application of engineering science and technology to security-related designs and systems implementationsDesign and maintenance of large, complex networks (WAN/LAN) and associated hostsDevelopment of future cyber defense architecture documentsSystem development lifecycle, program management, and process methodology related to governance, management, engineering, and operations with experience in supporting project activities at engineering and operations review boardsActive TS/SCI with Poly Bachelor of Science in electrical engineering, computer engineering, computer science, or a closely related IT or cyber security discipline.Desired Requirements: Knowledge of and hands-on experience with the client---s Program Management Framework (PMF)Essential Functions: Work EnvironmentWork is accomplished in offices located in Jacobs and Government facilities and buildings. As necessary, must be able to travel to other work areas, be aware of safety requirements for those areas, and work within those constraints. All work must be completed in a safe manner in accordance with Company safety standards. Physical RequirementsPosition involves extended periods of sitting or standing. Physical requirements are: sitting, walking, standing, use of stairs, and access to remote structures. Typically required to lift and hold up to 30 pounds. Position is located on a Government facility; must be able to quickly evacuate buildings in the event of an emergency. Equipment and MachinesComputer work required. Use of calculator, printer, fax, scanner, telephone, filing cabinets, and other standard office equipment is required.
