Reston, VA (Remote Option, due to COVID -19)DescriptionMetric5 is currently seeking a Database Specialist to work within a team providing Data Warehouse and Business Intelligence services to our government customer using Agile scrum processes. You will provide O&M support for a large and diverse footprint of databases in the AWS Cloud and will work with varying data sources with different schemas and data elements to ultimately produce an effective and efficient Data Warehouse. You understand technical databases and development work, the impact of logical design decisions on the technical database and application infrastructures. You will have responsibility for supporting a high-profile, high-visibility, operations, maintenance and modernization program where you can contribute innovative solutions and consult with many stakeholders to support operations.Program DetailsThe program you will be supporting has a mission to provide development, security, and operations (DevSecOps) support to U.S. Citizenship and Immigration Services (USCIS) with a focus on development, operations, and modernization of the Agency's Enterprise Data Warehouse/Data Lake. The team utilizes open-source, AWS Cloud, and Big Data technologies, agile project management practices, and modern DevSecOps delivery to provide the business intelligence support systems to meet the reporting, data analytics, and machine learning/artificial intelligence needs critical to USCIS leadership, data/business analysts, data scientists, and other decision-makers.Required Skills:

  • 5+ years of experience with relational databases used to support BI analytics. Postgres and Oracle experience highly desired.
  • Demonstrated experience providing O&M support in a Data Warehouse and Business Intelligence environment involving a large database footprint and the ingestion of data from diverse and huge data sources
  • Experience with Kafka and AWS Data Migration Service (DMS) preferred
  • Strong teamwork, co-ordination, planning and influencing skills
  • Self-driven with the ability to adapt quickly, work in a challenging and fast paced environment within cross-functional teams, and to promote creative problem solving within their team
  • Knowledge of the Agile, including Scrum and Kanban, and management tools (e.g., Jira, Confluence)
  • Familiarity with GIT and branching strategies
  • Experience with engineering/DevOps tools (i.e. Jenkins)
  • Excellent analytical, communication and organizational skills
  • Experience working in AWS Cloud environment
  • Experience with Microsoft Office Suite including Excel, PowerPoint, and VisioResponsibilities:
    • Provide technical support, operations support and expertise in database SQL procedure development, implementation approaches, data migration, data processing, ingest, import and export (bulk copying) and other technical areas related to application and database development.
    • Provide databases administration in coordination with Government technical staff, Infrastructure Team, and operations DBAs from external sourced applications
    • Develop and execute data operation strategies/plans that meet the functional and non-functional requirements, meet database development and migration requirements, and be deployable and fully tested in preparation for production deployment.
    • Perform migrations to new infrastructure and data migration to include extraction, cleansing, database refactoring, and verification of data.
    • Support all tools, platforms and infrastructure upgrades and their configurations in the Cloud
    • Reviews and analyzes on-going customer requests for new data elements to be brought into the Data Lake
    • Work with development team to deploy new database schemas in test, integration and production environment and debug / troubleshoot critical production issues.
    • Actively monitor the Oracle Automatic Workload Repository (AWR) and Postgres Database Management System for operational database(s) system performance daily and provide database tuning, monitor database growth, monitor daily logs, manage database logs
    • Monitor system usage, report utilization, network performance, and proper system access in accordance with the developed security model and provide statistics to USCIS federal staff
    • Enhance system performance thru partitioning, multi-threading, etc. to achieve maximum infrastructure utilization
    • Evaluate performance degradations and ongoing maintenance involving ETL toolset, OS, File Transfer Protocol (FTP) Servers, Network, Database, Job Scheduler
    • Monitor, diagnose, and troubleshoot and resolve, as needed, under-performing and runaway queries
    • Provide resolution to Incident (failures/missing or invalid data, delayed data), problem (repeated incidences not permanently fixed) & change management (bug/break fixes; enhancements).
    • Support ETLs based on source system changes or evolving new requirements including implementation of minor system changes involving Informatica PowerCenter applications, AWS DMS and Databricks Scala code, and other platforms as directed by the Government
    • Provide technical expertise and support the DevOps software lifecycle/development methodology
    • Assist with the preparation and support the development and testing of contingency plans, including disaster recovery and Continuity of Operations Plan (COOP), operation failover testing.
    • Maintain Personal Identity Verification (PIV) system authentication as directed by USCIS
    • Actively participate in Agile release and sprint planning, sprint grooming, artifact creation, sprint testing, demonstrations and retrospectives and solution releases.
    • Execute other activities related to O&M work, such as participate in meetings, and provide support materials that will promote the program, assist in achieving user buy-in, and explain technical concepts to non-technical audiencesEducation: Bachelor's degree in a technical discipline preferred - Computer Science, Mathematics, or equivalent technical degree, or the equivalent combination of education, professional training, and work experienceLocation: Reston, VA - Currently fully remote due to COVID-19Clearance: Must be a US Citizen and be able to obtain a government agency Suitability Clearance.
