Position Description: We are seeking a Technical Program Manager
(TPM) who brings a unique blend of leadership and technical
expertise in data science, cloud-based data engineering, and
analytics. The TPM will lead end-to-end delivery, driving results,
ensuring technical excellence across data governance, data science
and engineering, analytics enablement, and change management. This
role combines program leadership with deep technical oversight,
ensuring solutions meet enterprise architecture, security, and
interoperability standards while driving measurable adoption and
modernization outcomes supporting the DoW. The ideal candidate will
serve as a bridge between process and execution, facilitating best
practices while collaborating with cross-functional teams to
deliver data-based solutions. This position can be operated in a
hybrid working model and can be based in Fairfax, VA or Arlington,
VA with client meetings as required in Arlington, VA. Your future
duties and responsibilities: . Ensure timely delivery of all CDRLs,
track milestones, manage risk, schedule and budget across multiple
workstreams . Oversee cloud data ecosystem architecture and
integration strategy; validate designs for scalability, security
(RBAC/ABAC), and compliance. . Direct development of ETL/ELT
pipelines, ensuring near zero data loss and automation of manual
workflows . Govern API layer design for secure interoperability and
programmatic access. . Validate BI tool integration (Databricks,
Tableau, Qlik) and ensure data pipelines support real-time
analytics. . Guide development of Portfolio Scorecards, dashboards,
and predictive modeling PoCs; ensure KPI alignment with leadership
priorities. . Ensure data modeling, ontology, and metadata
standards support advanced analytics, ML, and AI readiness. .
Participate in solution design and data-based solution discussions.
. Troubleshoot technical issues and provide hands-on support when
needed. . Communicate complex technical concepts clearly to both
technical and non-technical stakeholders. . Coordinate across
multiple teams and manage interdependencies between technical
initiatives. Required qualifications to be successful in this role:
Required qualifications to be successful in this role: . Bachelor's
degree in data science, or a related technical field. . Minimum of
5 years of experience managing technical programs in data
engineering, analytics, or enterprise architecture. . Experience as
a Project Manager and Scrum Master in technical environments. . 7
years of hands-on experience in data science. . Strong
understanding of data science methodologies, tools, and frameworks.
. Hands-on oversight experience with cloud data platforms,
Databricks or equivalent for enterprise data ecosystems. .
Knowledge of ETL/ELT automation tools, data pipeline frameworks,
and API development for secure interoperability. . Experience with
BI tools, predictive modeling, and ML platforms. . Excellent
communication, facilitation, and stakeholder engagement skills.
Desired qualifications/non-essential skills required: . Proficiency
in programming languages such as Python, Spark and SQL. .
Familiarity with data governance principles, metadata management,
and enterprise data catalogs. . Working knowledge of RBAC/ABAC, IAM
solutions (AWS IAM, Azure AD), and compliance frameworks (NIST,
FedRAMP, DoD RMF). . Experience with Scrum, SAFe, or other Agile
frameworks for iterative technical delivery. . Desired
certifications: PMP/PgMP, AWS/Azure Solutions Architect or
equivalent, Agile leadership credentials (Scrum Master/SAFe). CGI

estimate of the compensation range for this role. The determination
of this range includes various factors not limited to skill set,
level, experience, relevant training, and licensure and
certifications. To support the ability to reward for merit-based
performance, CGI typically does not hire individuals at or near the
top of the range for their role. Compensation decisions are
dependent on the facts and circumstances of each case. A reasonable
estimate of the current range for this role in the U.S. is
