Responsibilities This position requires a TS/SCI clearance and is located at a secure facility in the Washington, D.C. metro area. NCI: -- The Senior Systems Engineer will be part of a team responsible for developing applications and delivering key capabilities in support of mission-critical functions for defensive cyber operations (DCO) within the Department of Defense. Passionate about systems engineering and understands the demands of releasing software in a DevSecOps environment using the practical methods outlined in the Scaled Agile Framework. Our customer within the Department of Defense is in a transition from building applications and infrastructure using Waterfall O&M processes to adaptive and responsive cloud-ready systems. Will work across the full development lifecycle; requirements analysis, documentation, design, development, and test and evaluation in order to leverage that perspective in review and development of related documents. Will work on complex projects which will require original thinking and new approaches, guides, aids and manages others on a major program, support priorities and ensures that the work products for the group conform to standards. Core competencies include: -- * DevSecOps * Artificial intelligence * Agile digital transformation * Advanced analytics * Hyperconverged infrastructure solutions * Cyber security and information assurance * Fraud, waste and abuse * Engineering and logistics Highlights of Responsibilities -- * Review and advise on requirements documents (CDDs/CPDs). * Review vendor Drawings for accuracy and content against the requirements. * Conduct hardware and system reviews and analysis. Review government and contractor Test Procedures. * Track emerging technology being developed for possible implementation. * Review Milestone documentation. * Perform quantitative analysis to support the Systems Engineering Plan (SEP) and other acquisition documents and presentations. * Summarize and synthesize complex analyses into simplified terms and present results to decision makers. * Coordinate the gathering, manipulation, and storage of program related data. SharePoint development/hosting data. * Ensure appropriate systems engineering processes are properly applied during systems development. * Apply systems engineering technical and technical management processes to a functional specialty in Integrated Product Team (IPT) environments. * Communicate complex ideas, analysis, and recommendations to program decision makers. * Ensure appropriate systems engineering processes are properly applied during systems development. * Assist decision makers to validate assumptions. * Plan, evaluate, coordinate, and integrate actions with other staff elements. * Work as part of a team with other members who may not be engineers. Qualifications Requirements: -- * Ability to obtain Department of Defense Top Secret (TS)/SCI Security Clearance. * Bachelor's degree in Computer Science, Information Technology, Engineering, or related, equivalent experience. * 10-15 years experience in Systems Engineering. Fundamental understanding and application of Systems Engineering processes. Fundamental understanding and application of DoD Configuration Management. Fundamental understanding and application of Software Development. Working knowledge of the Department of Defense Architecture Framework (DoDAF) Competence in MS Office tools. Ability to handle multiple tasks simultaneously. * Documented experience leading teams using Agile methodology and working closely with product owners, stakeholders, and project managers. * Strong innovative and analytical ability with implementation experience as a results-oriented, collaborative self-starter who can lead a development team. * Must have experience with presentations to customer and executives at a written and oral level. Preferred Education and Experience: -- * Master's degree in Computer Science, Information Technology, Engineering, or related, equivalent experience. * Experience working on software development contracts for the Federal government. * Experience leading large scale IT software development projects. * Modern system engineering practices including BDD, continuous integration, continuous deployment, TDD, pair programming, unit testing, refactoring, emergent design, automated builds. * DevOps experience, to include version control, automated builds, automated testing, and continuous integration with tools such as Red Hat OpenShift, Jenkins, Liquibase, Git. * Testing experience with Functional Testing, Security, Integration Testing, System Acceptance Testing, and User Acceptance Testing phases. * Scrum Master Certification. -- Category: IT: Administrator / Analyst / Architect / Engineer Top Secret/SCI
