Our client in Herndon is seeking a Contracts/Subcontracts Manager. The Subcontracts Manager is responsible for implementing subcontract management activities for the client and its subsidiaries and will function as an integral member of the Procurement team managing, collaborating with and maintaining relationships with senior leaderships, Program Management Offices, personnel at all levels as well as with other internal businesses and external suppliers. In this role candidate may supervise and mentor less senior team members. Provide cradle-to-grave subcontracts support. Negotiate subcontract price/cost, profit/fee, terms and conditions, and schedule for new subcontracts and subcontract modifications. Draft subcontract business and technical terms, develop negotiation strategies and provide directions to the team on management and oversight of all subcontract agreements. Prepare RFP packages, analyze and evaluate proposals, negotiates subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts. Administer assigned subcontracts to ensure compliance with subcontract terms and conditions. ESSENTIAL DUTIES & RESPONSIBILITIES:Prepares bidders listsPrequalifies biddersForms Request For Proposal (RFP) packagesIssues RFP packages to approved biddersCoordinates bidders questions and answers to those questionsReceives proposalsEvaluates proposalsPrepares Bid Summary and recommendation letterOversee and participate in high value subcontract negotiationDevelop and maintain strong business relationships with the subcontractorsOversee the management of subcontractors to meet all subcontract requirements including but not limited to management of financial obligations and mitigating cost overruns, schedule, technical and quality requirementsDevelop and implement strategy to support proposal efforts for new business pursuitsEnsure subcontract compliance with Company policies, Public Laws in Government and commercial environment such as Federal Acquisition Regulations (FAR/DFAR), FAA, NASA, DOE, ITAR and import/export requirementsManage administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and program teamsMeasure the effectiveness and performance of subcontractorsManage and provide guidance in the selection and issuance of fixed price, time and materials, labor hours and cost-type agreements and/or purchase ordersDevelop solutions in resolving supplier contractual issuesPerform risk assessment, identify potential risks and impacts, and develop mitigation plansParticipate in source selection process and the development of cost proposal during new business pursuit working collaboratively with the ManagementIf you are interested, please email your resume to - provided by Dice
