Position: Operations Analyst II

Job Summary: The Operations Analyst II supports multiple internal and service delivery functions, including Program Execution, PMO, Finance, Contracts, Business Development, and Bid and Proposal. The primary function for this position will be program execution and business development support via contract setup, BD and B&P financial tracking, NDA administration, and Teaming Agreement support. This position may be assigned to multiple or a single program(s) to provide project control enabling end-to-end service delivery.

Job Responsibilities:

* JAMIS Contract Setup

* Support the finance and contracting life cycle, to include:

* Acting as liaison between Accounting and Programs to translate contract requirements into a Work Breakdown Structure (WBS) commensurate with JAMIS, that enables invoicing and reporting per contract requirements

* Identifying any issues with contract requirements and JAMIS system constraints, troubleshooting solutions, and escalating if unable to resolve directly

* Conducting contract setup of new contracts, including subcontracts and purchase orders

* Ensuring contract and subcontract compliance in setup

* Reporting and Process Improvement

* Identify process improvements and work with stakeholders to execute these, with a focus on simplifying requirements placed on Program Managers

* Work with PMO and Contracts Directors to define decision making data and reports for Program Managers and Executives, to include:

* Leveraging JAMIS data, and determining additional data points necessary, as well as methods for obtaining that data

* Defining dashboards to convey information to the right level of information user, and working with dashboard designer to execute

* Delivery Execution Support

* Under the guidance of the PMO Director or EVP for Strategy and Execution, support specific programs with administrative actions to include:

* Monthly Status Reports

* Invoice preparation and reconciliation

* Conduct Project Control on one or multiple programs for Program Managers, following PMO protocols, and under the guidance of the PMO Director

* Business Development and Bid and Proposals

* Facilitate and manage the NDA process

* Support development and execution of Teaming Agreements, including working with Program Managers to define and articulate Attachment A, SOW, that aligns needs with the solicitation and protects GKG

* Establish BD and B&P numbers in Financial system, and track spend using reporting function

* Contribute to proposals in a support function, as directed and assigned, including but not limited to proposal coordination, compliance reviews, etc.

* Communication

* Attend meetings, take notes, and communicate out action items, as assigned

* Collaborate with business units to communicate information, requirements, and outcomes related to contract execution and delivery

* Maintain connection with Program Managers ensuring new and changing procedures are communicated

Qualifications:

* A Bachelor's degree or equivalent experience

* 5-8 years supporting Government Contracting and service delivery execution

* MS Office proficiency

* Knowledge of Contracting and subcontracting systems

* Familiarity with the Federal Acquisition Regulations, with an emphasis on contract type and implications of these for Contract setup and administration

* 1-2 years in subcontract administration, contract set up, and contract close out

* 5-8 years supporting the full operations of a business delivering services to the Government

* Excellent written and oral communication skills

* Excellent organization skills and ability to manage and execute simultaneous complex tasks
